It’s possible but the new Google Maps doesn’t except a text file url as a source. You can use Classic maps or generate static maps from Google Sheets using Maps Engine.
If opting to try and use Classic Maps then only old Sheets lets you publish a text file. Everything is supposed to be in the process of migrating to new Sheets so not sure how long it’ll last.
The language TAGS is written in does permit you to write a script to expose the data in different formats (lookup Google Apps Script ContentService) but I haven’t looked at this yet as it wasn’t clear to me if the Twitter API terms of service permitted it
